रामायण - अरण्य - दक्षराज

नयनाभ्यां प्रसुप्तोऽपि जागर्ति नयचक्षुषा |
व्यक्तक्रोधप्रसादश्च स राजा पूज्यते जनैः ||

Even if the king has his eyes shut he must have his eyes of wisdom (logic, politics) open. Using that eye he must make his anger or pleasure decisively known to his subjects. People will always like such Kings.
