यथा ह्यनुदका नद्यो यथा वाप्यतृणं वनं |
अगोपाला यथा गावस्तथा राष्ट्रमराजकम् ||

Subjects without their king are like a river without water, a forest without grass or cattle without the herdsmen. They are neither safe nor productive.

In the absence of the king, there is no body to settle the ownership of property (of the people). Everyday, people will eat(cheat) other people like the fish do.

When there is no king the welfare of the subjects is totally neglected. Without the chief, the army can not defend the country against the enemies.

When there is no king to monitor, the peasants will not sow seeds. Anarchy will lead to lawlessness. Children will not listen to their parents. Men will not be able to control their wives.
