राजा धर्मश्च कामश्च द्रव्याणां चोत्तवो निधिः |
धर्मः शुभं वा पापं वा राजमूलं प्रवर्तते ||

A king must be the source of guidance for the subjects in matters of morality and pleasures. He must also be the source of wealth. All actions in the state - moral, good or bad are all attributed to the king.
