मनुस्मृति - शठाः

राज्ञो हि रक्षाधिकृताः परस्वादायिनः शठाः |
भृत्या भवन्ति प्रायेण तेभ्यो रक्षेदिमाः प्रजाः ||

Those officials appointed by the king himself can turn rogue and loot money from the subjects. Hence a King has to be aware of such people and protect the subjects from such rogues.
