पञ्चतंत्र - मित्रभेद - अमात्य

यथा नेच्छति निरोगः कदाचित्सुचिकित्सकं |
तथापद्रहितो राजा सचिवं नाभिवाछति ||

Just like a healthy person never wishes to go to a doctor, a king would not wish to consult a minister unless there is some trouble. But when there is trouble, a minister is as important as a doctor during illness.
