गरुडपुराण - बलम्


अबलस्य बलं राजा बालस्य रुदितं बलम् ।
बलं मूर्खस्य मौनित्वं तस्करस्यानृतं बलम् ॥

सुभाषितरत्नभाण्डागार - क्लैब्य


अग्नौ दग्धं जले मग्नं हृतं तस्करपार्थिवैः ।
तत्सर्वं दानमित्याहुर्यदि क्लैब्यं न भाषते ॥

मनुस्मृति – राजधर्म


परमं यत्नमातिष्ठेत् स्तेनानां निग्रहे नृपः |
स्तेनानां निग्रहादस्य यशो राष्ट्रं च वर्धते ||

It is one of the foremost duties of a king to nab thieves and keep them behind bars. Doing so will spread good word about him and the state. It will also increase the wealth of the state.

चारुदत्त - तमसः


सुलभशरणमाश्रयो भयानां
    वनगहनं तिमिरं च तुल्यमेव |
उभयमपि हि रक्षतेऽन्धकारो
    जनयति यश्च भयानि यश्च भीतः ||

Darkness and a deep forest are alike. They create fear and they also protect those who seek refuge. Look at the theif who steals at night and the person who runs away from him. The forest protects the thief and the darkness protects the other (from the thief)
